David G. Banes graduated from the University of Pennsylvania, School of Law in 1986. He then practiced on Wall Street in New York with the litigation department of a large law firm for six years. David came to Saipan to join the firm in 1992 to head up its insurance defense and complex commercial litigation section which he still leads. David is a practicing lawyer and an active member of the CNMI Bar, and appears as a lawyer before all of the courts of the Commonwealth. As a lawyer, he adheres to the highest ethical standards that apply to all lawyers in the CNMI. Denny Nie is a native Chinese and graduated from the Vanderbilt University Law School with a J.D. degree in 2013. His practice areas include real estate transactions, incorporation and related matters, commercial litigation, and personal injury disputes. Attorney Cong (Denny) Nie is a practicing lawyer and an active member of the CNMI Bar, and appears as a lawyer before all of the courts of the Commonwealth. As a lawyer, he adheres to the highest ethical standards that apply to all lawyers in the CNMI. Diverse practice, native Chinese speaker
Joseph E. Horey is originally from Olean, New York. He lived in Japan from 1988 to 1991, and joined the Saipan office of Pacific Lawyers in 1995. Jed has been a partner in the firm since 2000. Jed maintains a general civil litigation practice, handling a wide variety of cases, including civil rights, family law, immigration and labor matters, with a special interest in constitutional issues. Jed also practices criminal defense, most notably securing an acquittal in the 2001 murder trial in Commonwealth v. Deleon Guerrero.

Richard C. Miller is an experienced trial lawyer who understands litigation from both sides of the bench. After five years representing criminal defendants as a public defender in Colorado and the CNMI, in 2011 he became law clerk for the Chief Judge of the U.S. District Court for the Northern Mariana Islands. After retiring from the federal court, he ran his own practice in Saipan before joining the firm in 2020.
